28 Jun 10. NATO Secretary General welcomes steps towards new NATO Headquarters. “I welcome the awarding, by the Belgian government, of the contract to build a new NATO Headquarters. When NATO moved into the current Headquarters in 1967, it had only 16 members; today, there are 28 Allies, with more countries aspiring to join. The new Headquarters, which is planned to be complete by 2015, will be of a sufficient size and flexibility for the new NATO. It will also use the latest environmental technologies, to be as sustainable and affordable as possible in its operation.”
I thank Belgium for providing the land on which the new premises will be built, and for the professionalism with which it has managed this important project.
30 Jun 10. Jean-Paul Herteman, Chief Executive Officer of Safran, today inaugurated Sagem’s new “François Hussenot” facility, the main Research & Development center for the Safran Electronics division, in Massy, near Paris. Also attending the ceremony was Vincent Delahaye, mayor of Massy. Today’s inauguration was a major milestone in the extensive restructuring and development effort at the Massy plant, which started in 2008 and was supported by an investment of 60 million euros. It also marks a pivotal step in the development of Safran Electronics, by bringing together various teams within this division at a central site. The new Massy site spans some 51,000 square meters (550,800 sq ft) and is designed for up to 2,300 employees. It consolidates personnel from eight different facilities, previously scattered in the greater Paris area. The “François Hussenot” facility inaugurated today is the largest part of the site, with 1,000 employees, mainly involved in R&D, and floorspace of 20,000 square meters (216,000 sq ft). It houses 17 R&D spaces and three laboratories, featuring world-class installations. With ergonomic specialists contributing to the architectural design process, this facility offers an outstanding working environment, and the layout was designed to facilitate collaborative working between the different specialized trades and project teams.
23 Jun 10. A joint venture of Tata Advanced Systems Ltd has sought land near Hyderabad from the Andhra Pradesh government to set up a defence equipment manufacturing facility. The joint venture, Nova Integrated Systems Ltd, was established in 2008 to develop, manufacture and support a range of defence and aerospace products including missiles, radar and electronic warfare systems. The proposed unit near Hyderabad would be its first facility. (Source: Google)
22 Jun 10. The King's Troop: Move Contractor Selected. The MoD announced (22 Jun 10) that Morgan Sindall, a construction company, had been awarded a contract to move The King's Troop, Royal Horse Artillery from St John's Wood Barracks to Napier Lines, Woolwich. Work is to start in September 2010 and to be complete in November 2011.
Comment: The lease on St John's Wood Barracks ends in 2012 and attempts to secure an extension were not successful. Three companies were invited to tender for the move, which involves accommodation and training facilities for 171 personnel and 132 horses. 23 Jun 10. India set to launch fifth Talwar-class frigate. A fifth Talwar-class (Project 1135.6) frigate for the Indian Navy is expected to be launched at Yantar Shipyard in Kaliningrad, Russia, on 23 July. The 4,035-ton Tarkash will then undergo combat systems integration prior to sea trials and commissioning in late 2011, Indian and Russian media reported on 18 June. 23 Jun 10. The DoD will return 22 U.S. Army, Europe, sites in Mannheim and Heidelberg, Germany, plus the Giessen General Depot between 2010 and 2015. These site closures are scheduled in conjunction with U.S. Army force structure changes in Europe that consolidate remaining personnel onto other DoD main operating bases and allow excess facilities to be returned to the host nation. Final dates for returns are event driven and subject to change. Site returns are planned as follows:

British defence contractor BAE Systems is set to cut hundreds of jobs in the UK, The Sunday Telegraph said, after it lost out on a contract to build new armoured vehicles for the British army to US rival General Dynamics. The British newspaper also said a decision on the future of its tank-making facility in Newcastle could be made as early as this week. (Source: Reuters)
28 June 10. Northrop Grumman Corp issued potential layoff notices to 59 workers at a Hagerstown, Maryland, facility because of an expected delay in a government contract. The workers got the notices under the Worker Adjustment and Retraining Notification (WARN) Act, which requires employers to inform staff of the potential for large layoffs or plant closings. In March, Northrop had provided layoff notices to 180 workers at the facility, which provides maintenance and modification work on U.S. Navy and Customs and Border Patrol aircraft, saying it was closing out existing orders while waiting on new work. 18 Jun 10. South Korea reshuffles military command. South Korea has reshuffled its top military command as part of a radical shake up triggered by the sinking of the corvette Chon An on 26 March. The Ministry of National Defense on 14 June appointed General Han Min-koo as the new chairman of the joint chief of staff (JCS), replacing General Lee Sang-eui, who faces disciplinary measures for his mishandling of the Chon An disaster. 17 Jun 10. Saudi Arabia appointed Mohammed bin Abdullah al-Ayish as the kingdom's new air force commander after his predecessor retired, Okaz newspaper reported on June 17. "King Abdullah... issued Wednesday a royal decree promoting Major General Mohammed bin Abdullah al-Ayish to the rank of lieutenant general and appointing him as commander of the air force," the daily said. Jun 10. Detica is boosting its senior leadership team. Chris Coker is
appointed as Finance Director and is joined on the Management Board by Imam Hoque, who leads the successful NetReveal software business.
Chris Coker will lead Detica’s financial management, taking responsibility for financial planning and strategy. Chris joined Detica in 2007, performing a number of central and operational finance roles, including his most recent position as UK Finance Director. His work has included integration of UK and US acquisitions as well as working on tax and treasury strategies. Chris has long standing professional and business services experience, working previously at PricewaterhouseCoopers. Imam Hoque will continue to take overall technical and commercial responsibility for Detica NetReveal® - a suite of crime-busting social network analytics software. His promotion to Detica’s Management Board recognises the international growth of Detica NetReveal and its increasing strategic importance in building Detica’s global security presence. Imam is one of Detica’s leading experts on technology innovation and heads up software research and development. 10 Jun 10. Edward M. Liddy has been elected to the Boeing board of directors, effective immediately. Liddy, 64, former chairman and CEO of The Allstate Corporation, rejoins the Boeing board where he served from August 2007 to October 2008.

BAE Systems Inc., the U.S. division of British company BAE Systems plc, plans to close one of its two operating headquarters and reorganize the other in a realignment intended to "better deliver our strategy in an increasingly cost-conscious marketplace," according to an internal memo circulated at the company June 15. "Over the past several months, the BAE Systems, Inc. leadership team has conducted a review of our global markets and our customers' needs," BAE Systems Inc. President and Chief Executive Linda Hudson said in the memo. "From this review, it is clear that we must make changes to our organization if we are to continue our successful journey going forward. As a result, we are realigning BAE Systems, Inc. to better deliver our strategy in an increasingly cost-conscious marketplace." The U.S. business is composed of Land & Armaments and Electronics, Intelligence and Support divisions. The operating headquarters for EI&S will cease operating July 1. More details on the EI&S closing will come later, Hudson said in the memo. In the meantime, the Land and Armaments division will restructure its headquarters and lines of business to become "a sector organization geared to the evolving land business." Several shifts in leadership positions are part of the realignment. Hudson said the new structure will be "better aligned to our strategy through product and service sectors." The changes will take effect July 1. They include:
*Bob Murphy, who took over the Land and Armaments division when Hudson was named CEO of the entire U.S. business, will be executive vice president of "product sectors," overseeing the Electronic Solutions, Platform Solutions and Land & Armaments sectors.
*Hudson will serve as acting executive vice president of "service sectors," and oversee the Intelligence and Security and Support Solutions sectors. The company will look for a permanent executive vice president of service sectors in the meantime.
*Hudson, Murphy and presidents of the five product and service sectors will form a "Senior Leadership Team," but no additional details were provided on the role of the team.
"Through these changes, we will be better aligned to our key markets, be more competitive in a challenging environment by reducing cost, and be more agile to effectively respond to customer needs," Hudson said in the memo. "Moreover, we will be well positioned to pursue growth opportunities in existing and emerging markets."
The memo didn't specifically address layoffs, but Hudson said, "During the coming weeks, the leaders of the new sectors will assess their businesses and make decisions on how their organizations should be structured going forward to best deliver our product and services strategies. Sector leaders will communicate these decisions as they are made. In this process, we will make every effort to retain key talent wherever it resides in the organization." (Source: Defense News)
